  • Í þessari ritgerð er fjallað um hvort aukin kunnátta aldraðra í upplýsingatækni (UST) geti bætt lífsgæði þeirra. Á síðustu árum hefur upplýsingatækni haft stöðugt meiri áhrif á samfélagið og til þess að nýta hana þarf kunnáttu. Spáð er að öldruðum muni fjölga auk þess sem þeir lifa lengur við betri heilsu. Eldra fólk er hópur sem hefur orðið á eftir í nýtingu upplýsingatækni og missir af lífsgæðum sem tækninni fylgja. Þess vegna er mikilvægt að skoða hvernig upplýsingatækni getur bætt lífsgæði aldraðra.
    Um er að ræða heimildaritgerð og með henni er leitað skýringa á þessu með því að afla heimilda um öldrun og lífsgæði. Einnig eru skoðaðar kenningar og rannsóknir sem gætu útskýrt hvers vegna aldraðir eiga erfitt með að tileinka sér upplýsingatækni og hvaða ávinning í bættum lífsgæðum upplýsingatækni veitir þeim. Jafnframt er aflað heimilda í stefnumótun stjórnvalda í Evrópu og á Íslandi til þess að varpa ljósi á hvað það er í stefnu þeirra sem gæti bætt lífsgæði aldraðra með því að nota UST.
    Hér er leitað svara við tveimur rannsóknarspurningum. Fyrri spurningin er hvort aukin færni aldraðra í UST stuðli að bættum lífsgæðum þeirra. Seinni spurningin er annars vegar hver sé stefna Evrópusambandsins í UST fyrir aldraða hvað varðar bætt lífsgæði og hins vegar hver sé stefna íslenskra stjórnvalda.
    Niðurstöður leiða í ljós að nýti aldraðir sér upplýsingatæknina batna lífsgæði þeirra. Það skýrist af því að þeir eru síður einmana, taka aukinn þátt í þjóðfélaginu, finna aukinn tilgang í lífinu, geta búið lengur heima hjá sér og styrkjast af andlegri hæfni.
    Niðurstöðurnar geta nýst stjórnvöldum til að skilja betur en áður aldraða sem hóp, hvernig bæta megi lífsgæði þeirra með upplýsingatækni, komið þannig til móts við þarfir aldraðra og stuðlað að árangri þeirra til þess að nýta sér upplýsingatækni á lífsins vegi.

    This thesis focuses on the question if increased knowledge of the elderly in information and communications technology (ICT) can improve their quality of life. For the past years, ICT has had an ever-growing impact on society, and it takes knowledge to utilise it. The population of elderly people is increasing, and elderly people will enjoy good health for a longer period of their lives. Elderly people are a group that has been left behind in using ICT. They are therefore missing out on the qualities that the technology brings. It is therefore important to study how ICT can increase the quality of their lives. This work is a research paper in which the reasons for this are studied by gathering resources on ageing and the quality of life. Theories and studies are also looked into, which could provide explanations for why the elderly have difficulties in adopting ICT and what they have to gain in the quality of life by using ICT. Furthermore, resources have been looked into, concerning strategy formulation of the authorities in Europe and in Iceland, in an effort to shed a light on which factors in their policies might increase the quality of the lives of the elderly by using ICT.
    In this paper, answers to two questions will be sought. The former question is whether increased skills of elderly people in using ICT will increase their general quality of life. The latter question is on one hand, what the EU’s policy on ICT for elderly people is, in relevance to their increased quality of living, and, on the other hand, what the Icelandic government’s policy is on the same subject. Studies show that the use of elderly people of ICT, increases their quality of living. The reasons for that are primarily that it decreases their feelings of loneliness, increases their participation in society, and their feeling of purpose in life, as well as adding to their time of living in their own domiciles and increasing their mental capabilities.
    The results of this thesis can be of assistance to authorities with how to understand elderly people better as a group, how to increase their quality of living with ICT and therefore to meet the needs of elderly people in a better way, as well as to contribute to their success in using ICT in life itself.
