  • Norðurlöndin eru talin búa við ríka samráðshefð í stjórnmálum sem einkennist af samningum og málamiðlunum ólíkra pólitískra afla við úrlausn mikilvægra verkefna. Ísland er gjarnan talið með í þessum hópi. Í greininni er dregið í efa að telja beri Íslendinga til þeirra þjóða sem aðhyllast samráðslýðræði (e. consensual model of democracy) heldur eigi þeir meira sameiginlegt með þeim þjóðum sem búa við átakahefð (e. adversarial model of democracy). Rætt verður um þessar tvær stjórnmálahefðir og hvernig íslensk stjórnmál falla að þeim. Einkum verður litið til valdahlutfalla í stjórnmálum, aðstæðna á vinnumarkaði s.s. tíðra verkfalla og takmarkaðs samráðs verkalýðshreyfingar, ríkisvalds og atvinnurekenda, en einnig er fjallað um þá viðteknu skoðun í stjórnmálum að stjórnarmeirihlutinn eigi að stjórna og minnihlutinn eigi að vera í andstöðu.

    There is a strong support in the political science literature for the notion of the Nordic countries – including Iceland – as consensual democracies. In this article I argue that consensus politics, meaning a significant cooperation between government and opposition in parliament, a tendency to form broad coalitions in important political issues, and policy concertation between major interest groups, is not an apt description of the political reality in Iceland in the second half of the 20th century. Relations on the labour market have been marked by conflict and strikes have been one of the most frequent in Europe. Strained relations between government and trade unions can largely been explained by the political weakness of the pro-labour parties and the strength the right-wing Independence Party and the Progressive Party. Corporatism developed therefore late and only in limited areas of policy. Lastly, majority governments have been a rule and the pressure to seek for broad cooperation between government and opposition has therefore not been as great.
