    This study revealed significant discrepancies between human resource managers’ and employees’ perceptions of the availability and importance of motivation factors in the work environment. Study participants were 134 HR managers and 1,633 employees in Icelandic organizations with 70 or more employees, and the instrument was an adaptation of Kenneth Kovach’s ten item scale (1980). Employees within the private sector perceive good wages and promotion and growth within the organization as more important for their work motivation than employees in the public sector, which is in line with previous studies. Discrepancies were found between HR managers and employees within the private sector when rating motivation factors’ importance, but none in the public sector. This indicates that HR managers within the public sector are more in tune with employee motivation needs, but the findings also reveal that they are a lot further from fulfilling them.
