  • Hundahald hefur á stuttum tíma aukist til muna innan þéttbýlis á Íslandi með tilheyrandi kröfum hundeigenda til sveitarfélaga um aukna þjónustu. Samhliða hefur félagsleg staða hundsins innan vestræns samfélags breyst töluvert. Í ljósi þessarar þróunar er vert að rýna nánar í sögulega þróun hundahalds og er Reykjavík kjörinn vettvangur til þess að varpa ljósi á þróunina hérlendis.
    Á árunum 1924 til 2006 ríkti bann við hundahaldi í Reykjavík. Að vísu var reglunum hagrætt árið 1984 á þann veg að hundahald var enn bannað en einstakir hundaeigendur gátu sótt um leyfi til undanþágu að uppfylltum ströngum skilyrðum og hélt það fyrirkomulag til ársins 2006, þegar hundahald var loks gert leyfilegt. Fjölmargir hundar voru engu að síður haldnir í Reykjavík alla tíð, í trássi við lög. Ólöglegt hundahald olli reglulega tilfinningaríkum samfélagsdeilum sem rötuðu gjarnan á síður dagblaðanna. Tókust „hundavinir“ og „hundafjendur“ oft svo harkalega á að deilan um hundana var á tímabili talin til hvössustu deilumála þjóðarinnar. Dagblöð þessa tíma geyma áhugaverða orðræðu sem lýsir ekki aðeins sögulegum viðhorfum Reykvíkinga til hundahalds, heldur veitir hún okkur innsýn í hversdagslegt tilfinningalíf borgarbúans og samspili þess við borgarlíf í örri mótun.

    Urban dog ownership in Iceland has increased to the point that in some areas the numbers of dog registrations have doubled in a relatively short span of time. Accordingly dog owners in Reykjavík have claimed increased service from the city council in the form of inner city dog parks. Over the years the changing social roles of dogs have been apparent along with historical changes in attitudes to dogs and urban dog ownership. But this has not always been the case. In the years 1924 -1984 dogs were banned from Reykjavík. Nevertheless dogs were always present in the city. The majority of Reykjavík´s citizens were against dog keeping in the city and illegal dogs and their owners were often the cause of public dispute which mainly took place on the pages of Iceland´s most read newspapers. After years of public debate over the legitime status of dogs in the fast expanding capital city of Iceland, regulation changes were made in 1984 that allowed the dog owning public to apply for exemption but the principle rule was, as before, that dogs were banned. It was not until the year 2006 that the city council cancelled the ban over dogs and dog keeping in the city was finally fully legitimized. The focus of this paper is to look into the changing attitudes to the meaning of dogs and urban dog keeping against the backdrop of fast paced social changes that occurred in Reykjavik during the period of the dog ban.
