  • Viðfangsefni þessarar rannsóknar er alþjóðleg þróunarsamvinna. Tilgangur og markmið rannsóknarinnar er að varpa ljósi á viðhorf fagfólks þróunarmála til alþjóðlegrar þróunarsamvinnu í því augnamiði að skoða eðli málaflokksins og þær sögulegu áherslubreytingar sem hafa átt sér stað innan hans. Leitast er við að greina hvort einhver rök renni stoðum undir þá hugmynd að þróunarstarf stýrist af hagsmunum gjafaríkja. Við framkvæmd rannsóknar var notast við eigindlega rannsóknaraðferð. Tekin voru sex hálfstöðluð opin einstaklingsviðtöl við fagfólk á sviði þróunarsamvinnu Íslands, sem valin voru með markvissu úrtaki, fjölbreytniúrtaki og hagkvæmniúrtaki. Viðtölin, sem greind voru með aðleiðslu og aðferð grundaðrar kenningar, leiddu af sér niðurstöður sem skoðaðar voru með hliðsjón þriggja stefna innan alþjóðasamskipta, þ.e. frjálslyndisstefnu, raunhyggju og heimsborgarahyggju. Niðurstöður rannsóknarinnar eru því tvíeðlis, annars vegar viðhorf viðmælenda til málaflokksins og hins vegar túlkun rannsakanda á viðhorfum. Alhæfingargildi niðurstaðna takmarkast þannig við viðmælendur þessarar rannsóknar annars vegar og sjónarhorn rannsakanda hins vegar.
    Helstu niðurstöður rannsóknarinnar gefa til kynna að alþjóðleg þróunarsamvinna þjóni hagsmunum allra, þ.e. gjafaríkja og viðtökuríkja, og ljóst er að smáríki á borð við Ísland eiga kost á því að njóta sérstaklega góðs af þróunarsamvinnu. Alþjóðleg þróunarsamvinna er margbreytilegur málaflokkur sem gengið hefur í gegnum tíðar stefnu- og áherslubreytingar. Eðli hennar í dag er að miklu leyti andstætt upprunalegum einkennum málaflokksins. Sá lærdómur, sem dreginn hefur verið af þróunarstörfum síðustu áratuga, með Sameinuðu þjóðirnar í fararbroddi, hefur þannig fært málaflokknum þau vopn sem þurfa þykir til að ná upprunalegum markmiðum hans; að útrýma fátækt fyrir fullt og allt. Aukinn óstöðugleiki í alþjóðasamfélaginu hefur þó vakið upp gömul viðmið, sem gæti reynst alþjóðasamfélaginu dýrkeypt.

    The subject of this thesis is international development cooperation. Its purpose and aim is to shed light on the attitudes of professionals in the field of Icelandic development cooperation towards international development cooperation with the aim of examining the nature of the field as well as those historical changes that have taken place within the field as far as emphasis is concerned. The researcher endeavored to examine whether or not there is any evidence to substantiate the idea that development cooperation is determined by the interests of donor countries. A qualitative method was taken to the research. Six semi-structured, open-ended interviews were conducted with professionals in the field of Icelandic development cooperation, who were selected by purposive, maximum and systematic sampling methods. The interviews, which were analyzed inductively and through grounded theory approach, led to conclusions that were examined with reference to theories of three different ideologies within the field of international relations, i.e. liberalism, realism and cosmopolitanism. The results are twofold in nature, on the one hand, the attitudes of the interviewees towards the subject, and, on the other hand, the researcher's analysis of said attitudes. The generalizability of the results is limited to the interviewees, on the one hand, and the perspective of the researcher, on the other hand.
    The results suggest that international development cooperation serves the interests of all parties, i.e. donors and recipients, and small states like Iceland could especially benefit from development cooperation. International development cooperation is a diverse field that has undergone regular changes in terms of policy and emphasis. Its current characteristics are quite contrary to its original characteristics. The lessons that have been gleaned over the past decades in the field of development cooperation, with the United Nations in the vanguard, has armed the field with the requisite tools that are considered necessary to achieving its original aims: to eliminate poverty, once and for all. Increased instability within the international community has, however, revived older norms, which could prove costly to the international community.
