  • Mat á umhverfisáhrifum (MÁU) hefur verið þróað með þeim hætti að almenningur getur tekið þátt í matsferlinu og er sú þátttaka ein af grunnstoðum þess. Reglulega heyrast samt háværar raddir um að almenningur hafi engin áhrif. Hvaða áhrif er almenningur þá að tala um? Hver telur almenningur að tilgangur þátttökunnar sé? Til þess að komast að þessu var gerð eigindleg rannsókn á aðkomu almennings að ferli MÁU. Rætt var við fimm einstaklinga sem voru fulltrúar almennings, einn viðmælanda sem var fulltrúi umhverfisverndarsamtaka, einn fulltrúa frá Skipulagsstofnun, einn ráðgjafa og einn framkvæmdaaðila og tvo fulltrúa sveitarfélags. Í allt voru þetta ellefu manns.
    Þegar talað er um þátttöku í ritgerðinni er átt við þær athugasemdir sem almenningur getur sent inn á vissum stigum ferlisins og eru eina lögformlega skilgreinda aðkoma hans að því.
    Viðmælendur voru meðal annars spurðir spurninga um hvernig þeir sjá aðkomu almennings í ferli MÁU, hvert sé mikilvægi hennar, áhrif og tilgangur og hvort þeim finnist ferlið lýðræðisleg.
    Niðurstaða rannsóknarinnar var mjög skýr og í samræmi við aðrar hliðstæðar rannsóknir sem gerðar hafa verið um þátttöku almennings í ferli MÁU. Almenningur hefur skýra skoðun á ferlinu, sem er sú að vægi hennar sé mikið, en að tilgangur og áhrif þátttökunnar sé óljós og þar af leiðandi sé ferlið ekki lýðræðislegt. Þátttakan virðist ekki stöðva framkvæmdir en viðmælendur töldu það tilgang hennar. Aðrir viðmælendur vissu hver tilgangur, mikilvægi og áhrif þátttökunnar eru, sem er að straumlínulaga framkvæmdir, en ekki að stöðva framkvæmdir. Afstaða sveitarstjórnarmannanna var auk þess að þótt þeir gætu ekki lagst gegn þátttöku almennings þá þætti þeim hún stundum pirrandi og að hún hægði á framkvæmdum.
    Niðurstaða rannsóknarinnar er sú að brúa þurfi bilið milli þessara hópa með því að fræða almenning um hlutverk hans í matsferlinu og einnig að fræða þurfi sveitarstjórnarmenn um mikilvægi þátttökunnar, ætli þeir yfir höfuð að hafa almenning með í ráðum. Hér er ákveðinn lýðræðisvandi á ferð, sem varðar umhverfið og vald mismunandi samfélagshópa yfir auðlindum þess; málefni sem verður sífellt mikilvægara að fjalla um.

  • Environmental impact assessment (EIA) has developed in the way that public participation is one of its key components. Still one can regularly hear loud complaints about that the public has no influence on the EIA process. But what influence is the public talking about? What is the purpose of the participation in the mind of the public? To find that out a qualitative study was conducted on public participation in the EIA process. Interviews were taken with various stakeholders, five representatives of the public, one representative of an NGO, one representative of the Planning Agency, one advisor, one constructor and two representing a municipality. The public participation dealt with in this paper is the tool of handing in written notes on certain stages of the process.
    The interviewees were for example asked questions on how they see public participation in the EIA process, how important they think it is and what influence and purpose the public participation has. Last but not least they were also asked if they think the process is a democratic one.
    The findings of the research were very clear and according to other related research on public participation in the EIA process. The public has a clear opinion about its role in the EIA process, which is that, the purpose and the meaning of it is vague and therefore it is not democratic. The participation seems not to be able to stop constructions but the interviewees, from the public, thought that was the purpose of it. Other interviewees knew the purpose of the public participation, which is to streamline constructions but not to stop them. The attitude of the two interviewees from the municipality was also that although they couldn´t appose public participation in the EIA process, it annoys them and that it slows down constructions.
    The solution of the research is that the gap between the different stakeholder groups, the public on one side and the rest on the other has to be narrowed. That should be done by educating the public about its role in the EIA process and by explaining to the municipality officials the importance of the participation which is if they want the public involved.
    A power struggle is there to be seen regarding the environment and the influence of different stakeholder groups over resources; a topic which constantly demands more and more attention.
