    Víða er litið á börn sem félagslega gerendur, hæf og getumikil og má finna aukna áherslu á að hafa börn með í ráðum sem virka þátttakendur í leikskólastarfi, í áætlanagerð og í mati á starfinu. Í þessari ritgerð er greint frá tilviksrannsókn sem hafði að markmiði að skoða og meta starf fjögurra leikskóla á Íslandi á lýðræðislegan hátt. Menntun leikskóla og þjónusta þeirra var metin af fulltrúum foreldra, starfsfólks og barna og áhrif einkaaðila á rekstur leikskóla skoðuð. Tilgangur rannsóknarinnar var að vekja umræður um stöðu barna í leikskólum og færa rök fyrir mikilvægi þess að leitað sé eftir sjónarmiðum barnanna sjálfra og hvernig þau geta haft áhrif á það starf sem fram fer í leikskólanum.
    Aðferðir við ytra mat á leikskólastarfi voru einnig til athugunar. Athugað var hvaða aðferðum hefur verið beitt í mati menntamálaráðuneytis á íslensku leikskólastarfi. Mat ráðuneytisins á leikskólum hefur þann tilgang að ganga úr skugga um að starfsemi leikskóla sé í samræmi við lög og reglugerðir og Aðalnámskrá leikskóla. Um er að ræða ytra mat og sérfræðimiðaða nálgun á mati. Matsaðilar eru hvattir til að nota fjölbreyttar aðferðir við matið. Rætt er við starfsfólk leikskólanna í ytra mati og viðhorf foreldra fengin en sjaldan er leitað til barna.
    Innra mat með aðstoð sérfræðings var unnið í fjórum leikskólum. Valdir voru tveir leikskólar sem starfa eftir Hjallastefnunni, einn rekinn af sveitarfélagi og einn rekinn af einkaaðila og tveir leikskólar sem styðjast við aðferðir kenndar við Reggio Emilia, annar einkarekinn og hinn rekinn af sveitarfélagi. Helstu þættir í uppeldi og þjónustu leikskólanna voru til skoðunar. Nálgun viðfangsefnisins var byggð á þátttökumiðuðu mati með áherslu á lýðræðislegt umræðumat. Gögnum var safnað með skoðun fyrirliggjandi gagna, með einstaklingsviðtölum við rekstraraðila einkareknu leikskólanna og leikskólastjóra allra leikskólanna, með umræðuhópaviðtölum við fulltrúa 4 til 5 ára barna og með rýnihópaviðtölum við fulltrúa foreldra leikskólabarna og fulltrúa starfsfólks leikskólanna. Rannsóknin var framkvæmd á höfuðborgarsvæðinu.
    Raddir barna og áhrif þeirra eru lykilhugtök rannsóknarinnar. Hugtökin uppeldi og umönnun eru notuð yfir menntun leikskólabarna og lagði rannsakandi áherslu á að börnin tækju þátt í því að greina þarfir sínar. Skoðað var hvort leikskólinn sé vettvangur sem börn hafi rétt á að sækja til að eiga félagsskap við vini sína eða hvort að hugsanlega sé verið að setja börn til hliðar í samfélaginu til verndar hinum fullorðnu.
    Helstu niðurstöður benda til þess að farnar séu ólíkar leiðir í starfi leikskóla að sama marki sem tilgreint er í Lögum um leikskóla nr. 90/2008, Reglugerð um starfsemi leikskóla nr. 225/1995 og í fyrirmælum Aðalnámskrá leikskóla 1999. Í starfsaðferðum leikskólana, sem fram koma í skólanámskrá þeirra, eru tilgreindar helstu áherslur leikskólans í uppeldisstarfinu og hvernig starfið er skipulagt. Skipulag skólana nær til hlutverks leikskólakennarans og annars starfsfólks, umhverfis leikskólans, búnaðar hans og leikefnis og hvernig verkefni barna eru skipulögð og þeim skipt í hópa.
    Foreldrar og starfsfólk voru sammála um að börn fengju að upplifa ánægjulega bernsku og gleði í lífi sínu. Einnig var lögð áhersla á að börnin lærðu gildin í lífinu og lærðu að haga sér innan um önnur börn. Að efla sjálfræði barna og þjálfa þau í þátttöku í lýðræðislegu samfélagi var markmið sem stefnt var að en virtist ekki skila sér til barnanna, þar sem þeim fannst þau litlu ráða. Einnig var unnið samkvæmt ákvæðum Aðalnámskrár leikskóla um námssviðin. Eftir því sem börnin urðu eldri var aukin áhersla lögð á málörvun og jafnvel lestrarnám og stærðfræðikennslu í leik. Enskukennsla fór fram í tveimur leikskólum fyrir elstu börnin.
    Foreldrar töldu mikilvægt að eiga gott aðgengi að leikskólunum og kom í ljós að sveigjanleiki í dvalartíma barna var mismikill á leikskólunum. Almenn ánægja var með aðbúnað barnanna, sérstaklega hvað varðar máltíðir og hvernig sérþörfum barna var mætt. Foreldrasamvinna var í föstum skorðum á leikskólunum og var hún að miklu leyti bundin við einstakar uppákomur. Metnaður og rekstrarlegt sem og faglegt frelsi var það sem fékk einkaaðila til að reka leikskóla. Þó völdu foreldrar leikskóla eftir starfsaðferð fremur en eftir rekstraraðila.
    Athugað var hverjir ávinningar og annmarkar lýðræðislegs umræðumats á leikskólastarfi væru. Hér er um að ræða innra mat, sem fer fram með þátttöku helstu hagsmunaaðilum leikskólastarfsins, þ.e. starfsfólki, foreldrum og börnum, en með stuðningi ytri aðila. Þátttakendur matsins töldu að helstu kostir lýðræðislegs umræðumats felist í þeirri umræðu sem fram fór milli fulltrúa helstu hagsmunaaðila leikskólastarfsins um gildi og viðmið mats. Sjónarmið barna gáfu innsýn í upplifun þeirra á starfi leikskóla og gefa vísbendingu um hvernig hægt sé að koma til móts við nám þeirra og þarfir. Þannig er hægt að leitast við að tryggja að starfsemin taki ekki einungis mið af hagsmunum eins hóps, þess sem skipuleggur starfið, það er starfsfólks, á kostnað hinna, barna og foreldra.
    Verkefnið veitir innsýn í hina flóknu starfsemi leikskóla og hvernig námi barna og aðbúnaði er háttað í leikskólunum sem þátt tóku í þessari rannsókn. Sjónarmið barna eru athyglisverð í því samhengi og auka þekkingu okkar á hugarheimi þeirra. Rannsóknin hefur varpað ljósi á þörf á frekari rannsóknum á aðstæðum barna á leikskólaaldri og viðhorfum þeirra. Lýðræðislegar matsaðferðir sem hér hefur verið stuðst við geta gagnast í frekari rannsóknum á hlutdeild barna í eigin lífi.

    ABSTRACT.
    Children are considered to be social actors, competent and capable and there is an increasing emphasis on consulting children as active participants in the work of the playschool, in planning and in evaluation. The case study being reported included children, staff and parents in the description and evaluation of the activities in four playschools in Iceland. The evaluation was conducted in a democratic way. The influence of private operators on school management was also evaluated. The purpose of the research was to kindle debate about children´s lives in preschools and how their voices can influence preschool activities.
    Methods of evaluating playschools were also assessed. Methods used in evaluations of Icelandic playschools on behalf of the Ministry of Education, Science and Culture were studied. The evaluation of playschools by the Ministry of Education has the purpose of verifying that the playschools operate in accordance with laws, regulations and the National Curriculum for Preschools. These are external evaluations carried out by specialists. Evaluation agents were encouraged to use diverse methods in their assessments. In external evaluations evaluators talk to playschool staff and assess the attitudes of parents but seldom ascertain the views of children.
    Two schools which work according to the Hjalla-policy, one of them privately operated and the other by a municipality, and two according to methods associated with Reggio Emilio, one of them privately operated and the other by a municipality were selected for the study. The main factors regarding childcare and preschool services were assessed. A participatory approach to the evaluation, in particular democratic evaluation, was adopted. Interviews were taken with the private operators and the playschool directors of all the schools, group interviews with children aged four to five years old and focus groups with the representatives of both the children’s parents and playschool personnel. The research was carried out in the metropolitan area.
    The primary concepts in the research are the voices of children and their influence. The concepts of nurture and care are used to cover the education of playschool children and the researcher emphasised that children should take part in identifying their own needs. Is a playschool a setting which children have the right to attend in order to interact socially with their friends or is it a place where children are put aside in society to protect the parents?

    One of the main results is that different routes are pursued in the four playschools a route towards a common goal which is specified in the law concerning playschools no. 90/2008, regulations on the operations of preschools no. 225/1995 and in the guidelines found in the National Curriculum for Preschools 1999. The operation of playschools, as available in their school curricula, specifies the fundamental emphasis of the playschools regarding childcare and how the work of the school is organised. The structure covers the role of the playschool teacher and other personnel, the playschool environment, its equipment and materials and how children’s projects are organized and how children are divided into groups.
    Parents and staff agreed that children needed to experience a happy childhood and experience contentment in their playschools. It was also deemed of great importance that the children learned the values of life and learned how to behave amongst other children. The aim was to reinforce the children’s independence and to train them to participate in a democratic society, yet this aim did not seem to be successful with children, who thought they experienced little control. The playschool personnel carried out their work according to the guidelines on study areas in the National Curriculum for Preschools. As the children became older, more emphasis was placed on language stimulation and even reading and mathematics through play. English courses for older children were also offered in two of the playschools.
    Good accessibility to the playschools was considered of great importance and it became apparent that the dwelling time offered varied greatly between playschools. There was general satisfaction concerning the children’s facilities, in particular concerning mealtimes and how special needs of children were met. Parental collaboration was firmly established at the playschools but was for the most part limited to specific events. Ambition, and operational as well as professional freedom, was what drove private parties to operate playschools. Parents chose playschools by their educational working methods rather than by their operators.
    The benefits and limitations of deliberative democratic evaluation of playschool operations were considered. This is a case of internal evaluation, carried out with the participation of the playschools’ main stakeholders; personnel, parents and children, but with the support of a external agent. The primary benefit of a democratic evaluation consisted of the dialogue between stakeholders on the value of and criteria to be used in evaluation. The views of the children provided an insight into the way in which they experienced the school and give indications of what could be done to promote learning and meet their needs. Thus it is possible to create a situation where operations are not only in the interests of a single stakeholder, i.e. personnel, but also in the interests of others, i.e. the children and parents.
    The results of the research provide an insight into the complicated operations of playschools and how educational needs and facilities are managed in these four schools. The childrens perspectives invite attention in that context and increase our knowledge into their way of life. This study has elucidated a need for further research into the conditions and perspectives of children at the playschool age. A democratic approach to evaluation could prove to be useful in further research on the part children can play in their own lives.
