  • Ritgerðin fjallar um frammistöðumat og notkun þess hjá ráðuneytum Stjórnarráðs Íslands. Markmiðið með rannsókninni er að kanna hvort stjórnendur í ráðuneytunum notist við formlegt frammistöðumat og ef svo er, hvaða tegund matskerfis er notuð. Mikilvægt er fyrir stjórnendur fyrirtækja og stofnana að meta frammistöðu starfsmanna sinna til að hægt sé að taka á því ef frammistaðan er ekki nógu góð og til að bæta frammistöðu starfsmanna enn frekar. Með því ætti framleiðni og árangur fyrirtækja að aukast. Margar tegundir frammistöðumatskerfa eru til en algengasta aðferðin hjá fyrirtækjum og stofnunum hér á landi er frammistöðumatsviðtal eða starfsmannasamtal eins og það er oftar kallað. Þrátt fyrir að stjórnendur flestra skipulagsheilda geri sér grein fyrir mikilvægi notkunar frammistöðumats þá virðast enn of fáir nýta sér það.
    Eigindleg rannsókn var gerð þar sem tekin voru viðtöl við níu stjórnendur í níu ráðuneytum, en þau voru alls tíu á þeim tíma sem rannsóknin fór fram. Niðurstöður rannsóknarinnar benda til þess að lítið sé um notkun formlegs frammistöðumats hjá ráðuneytum Stjórnarráðs Íslands. Sjö stjórnendur sögðu sitt ráðuneyti notast við frammistöðumat í formi starfsmannasamtals en einungis tveir þeirra sögðu að það væri formlegt. Tveir stjórnendur sögðu sitt ráðuneyti ekki hafa verið að meta frammistöðu starfsmanna sinna með neinum hætti nýlega. Þeir stjórnendur og ráðuneyti sem nýta sér starfsmannasamtöl sem frammistöðumatstæki reyna að gera það reglulega en misjafnt er þó eftir ráðuneytum og stjórnendum innan þeirra hversu oft samtölin fara fram. Starfsmannasamtölin eru framkvæmd á svipaðan hátt í þeim ráðuneytum sem nota þau og samkvæmt niðurstöðum rannsóknarinnar eru viðbrögð starfsfólks við starfsmannasamtölunum almennt frekar jákvæð. Stjórnendum sem rætt var við þykir flestum ekki nógu mikið gert úr frammistöðumati og sögðust myndu vilja sjá aukna notkun þeirra ásamt því að breyta og bæta starfsmannasamtölin. Mikilvægt er að þau séu tekin reglubundið svo starfsmenn geri sér grein fyrir því hvernig þeir eru að standa sig í starfi og fái uppbyggilega endurgjöf frá yfirmönnum sínum. Með því geta starfsmenn bætt frammistöðu sína og samskipti stjórnenda og starfsmanna verða nánari og betri.

    This paper discusses performance appraisal and the use of it by the government ministries of Iceland. The goal of this study is to check whether the executives of the ministries make use of formal performance appraisal and if so, which kind of appraisal is being used. It is important for institution and company managers to evaluate the performance of their employees in order to take measures if performance is inadequate and to further improve the general performance of employees. By doing so performance productivity and effectiveness of organizations could be increased. Many kinds of performance appraisals exist but the method that is generally being used by Icelandic companies and institutions is performance appraisal interview, or employee interview as it is often called. In spite of the fact that most executives realize how significant it is to use performance appraisal, it appears that still very few make use of it.
    A qualitative research was made by interviewing nine executives in nine ministries, but they were in fact ten at the time of the research. The main results of the research indicate that formal performance appraisal is hardly being used by the ministry offices. Seven executives informed researcher that their ministry uses performance appraisal through employee interviews but only two of them said that it is done formally. Two executives reported that their ministry has not evaluated their employees’ performance at all recently. Those executives and ministries using performance appraisal interviews try to do so on a regular basis, however, how often the evaluation takes place vary between ministries and executives of the concerning ministries. The appraisal interviews are performed in a similar way by those ministries that use the evaluation method. According to the results of the study, the reactions of the employees to the performance appraisal evaluation are generally quite positive. It is the common belief of most interviewed executives that the performance appraisal is undervalued and should be used more frequently than it has been until now. Furthermore, the executives would like to change and improve the employee evaluation. It is important that the evaluation is performed on a regular basis so that employees understand whether or not they do a good job and so they can expect a constructive feedback from their superiors. This way employees are able to improve their performance and the communication between executives and employees can become closer and better.
