  • Markmið þessarar ritgerðar er að varpa ljósi á vegferð Íslands að Evrópusamvinnu á sviði velferðarmála sem hófst með aðildarumsókn Íslands að Evrópusambandinu 2009. Eitt þeirra verkefna sem íslensk stjórnvöld standa frammi fyrir í þessari vegferð er að gera framkvæmdaáætlun fyrir Félagsmálasjóð Evrópu (European Social Fund). Meginefni ritgerðarinnar er að greina þá vinnu sem unnin hefur verið s.l. 4 ár af íslenskum stjórnvöldum til að undirbúa slíka framkvæmdaáætlun.
    Til þess að slík greining sé mögulegt þarf að hefja vegferðina með því að varpa ljósi á þá hugmyndafræði, stefnur og strauma sem Evrópusambandið byggir sínar áætlanir á. Því eru skoðuð þau úrræði sem Evrópusambandið notar til þess að ná fram markmiðum sínum í velferðarmálum en þar gegna svokallaðir uppbyggingasjóðir (Structural Funds) lykilhlutverki. Þessir sjóðir hafa mismunandi markmið eftir ýmsum málaflokkum en áhersla lögð á samþættingu í vinnubrögðum til þess að sameiginleg framtíðarsýn Evrópusambandsins um snjallan, sjálfbæran og samþættan vöxt og markmið „Europe 2020“ nái fram að ganga. Á grundvelli þessa efniviðs er síðan lýst þeirri leið sem íslensk stjórnvöld hafa markað við gerð framkvæmdaáætlunar fyrir Félagsmálasjóð Evrópu (ESF). Gerð er grein fyrir þeim áföngum sem þegar hefur verið unnið að og skilgreindar hugsanlegar vörður og aðferðir sem hægt er að nota til að skila fullbúinni framkvæmdaáætlun í byrjun árs 2014. Vegferðinni við vinnslu áætlunarinnar er lýst sem lærdómsferli þar sem hinir ýmsu hagsmunaaðilar takast á við verkefni þar sem nákvæm leiðarlýsing liggur ekki alltaf fyrir, en gnægð verkfæra til úrlausna.
    Meistararitgerðin er afurð „skrifborðsrannsóknar“ (Secondary Research) sem felur í sér greiningu á miklu magni af birtu efni, svo sem fræðiritum, skýrslum, lögum og reglum, samhliða því sem greind eru vinnugögn sem höfundur hefur aðgang að starfa sinna vegna.
    Meginniðurstöður ritgerðarinnar eru að:
    Evrópusambandið er að þróa og styrkja áherslur sínar í nafni velferðar innan aðildarríkjanna. Stefnur, markmið og áætlanir í málaflokkum er snúa að velferð eru orðin samþætt í nafni heildarsýnar.
    Lærdómsferli á sér stað innan íslensku stjórnsýslunnar vegna umsóknar um aðild að ESB: er þá sérstaklega horft til þeirrar vinnu sem á sér stað við gerð framkvæmdaáætlunar fyrir Félagsmálasjóð Evrópu (ESF). Hagsmunaaðilar, þ.e. ríki, sveitarfélög og aðrir hagmunaaðilar sjá ávinning af þátttöku í þessu ferli

    The aim of this thesis is to shed light on ways in which Iceland can be actively involved in European cooperation in the area of social welfare, a need that arose when Iceland formally entered into talks for possible EU membership in 2009. In the context of this application one of the tasks the Icelandic government is obligated to undertake is the formulation of a strategy plan for the European Social Fund (ESF). The main focus of the thesis is to illustrate the work done on this strategy plan by the Icelandic government over the past four years.
    In order that such an analysis is feasible, one must first look at the ideology and policy that the European Union bases its strategy on. In this context the author examines the solutions adopted by the EU to achieve its goals in social welfare matters and considers the key importance of the EU´s Cohesion Funds in this matter. While the funds will have varying goals, depending on the issues being addressed, a strong emphasis is nevertheless placed on a coordinated approach in order to attain a unified vision for smart, sustainable and inclusive growth and to ensure that the EU´s strategy for Europe 2020 is realized. On the basis of this initial analysis, the author then proceeds to outline the Icelandic government´s approach to formulating a strategy plan for the European Social Fund. First those parts of the strategy plan that have been completed are looked at; regarding the rest, then possible milstones and a methodology that should ensure a successful completion of the strategy plan at the end of 2013 or the beginning of 2014 are considered. The whole process of formulating a completed strategy plan is seen as a learning process where the various stakeholders wrestle with the challenges of a project that does not always have clear guidelines; however there are plenty of tools at hand to aid one.
    This thesis is the result of secondary research which involved the study of a large amount of published material, including academic studies, reports, laws and regulations, as well as all those working documents the author has access to in his position at the Ministry of Welfare.
    The main findings of this study are the following:
    The European Union is developing and strengthening the emphasis placed on welfare issues within the member states. Policy, goals and strategies on social welfare issues are now coordinated in the interest of unity.
    A learning process is now underway at all levels of administration, particularly when it comes to the work undertaken on the strategy plan for the European Social Fund. All those involved, i.e. the state, local authorities and various other stakeholders are aware of the gains accruing from participation in the process.
