  • Meginviðfangsefni þessarar mastersritgerðar í opinberri stjórnsýslu er íbúalýðræði og þátttökulýðræði og þær auknu áherslur sem lagðar hafa verið á samráð við íbúa, meðal annars með nýjum samráðskafla sveitarstjórnarlaga nr. 138/2011. Þær áherslur eru í takt við auknar kröfur íbúa um aðkomu að stefnumótun hins opinbera. Þar hefur Internetið skapað margvísleg tækifæri og eru þau tækifæri einnig rakin hér. Í framhaldi er virkni og notkun samráðsvefsins Betri Reykjavík rannsökuð en vefurinn var formlega opnaður í október 2011.
    Tekin voru viðtöl við aðstandendur Betri Reykjavíkur, bæði frá Reykjavíkurborg, sem stýrir lýðræðishluta verkefnisins og Íbúum sjálfseignarstofnun, sem á hugbúnaðinn. Þaðan koma jafnframt upphafsmenn og hugmyndasmiðir vefjarins. Þá var myndaður rýnihópur með notendum en markmið viðtalanna var að fá góðar upplýsingar um sögu og markmið samráðsvefjarins, virkni og reynslu af notkun.
    Notendur Betri Reykjavíkur eru að mörgu leyti ánægðir með samráðsvefinn og þann möguleika sem hann hefur skapað til aukinnar þátttöku íbúa í málefnum og rekstri Reykjavíkurborgar. Gallarnir séu hins vegar það margir að einungis sé hægt að líta á verkefnið sem góða byrjun eða þróunarverkefni. Stærstu gallarnir eru skortur á upplýsingum, skortur á svörun úr kerfinu sem og skortur á samráði við íbúa en þetta þrennt er grundvöllur að þátttöku íbúa samkvæmt lýðræðiskenningum.
    Niðurstöður gefa til kynna að stefnumið skorti fyrir Betri Reykjavík og að skilgreina þurfi aðkomu kjörinna fulltrúa og embættismanna að samráðsvefnum, svo bæta megi upplýsingaflæði og samráð við íbúa.

    The main object of this Master thesis in public administration is local democracy, participatory democracy and the increasing emphasis on consultation with citizens, aided by the new local government act nr. 138/2011. This emphasis is in accordance with the increasing demand of citizens to be involved in policy-making. Here the internet has provided various opportunities and these are discussed in the thesis. In continuance the effectiveness and usage of the consultation service, Better Reykjavík, is traced. The web was launched in October 2011.
    Those managing Better Reykjavík were interviewed; people from the city of Reykjavík that administrates the democratic part of the project as well as founders of the Citizen Foundation. The non-profit foundation owns the software and the founders are the designers and creators of the web. Furthermore, focus groups comprised of users were formed. The objective of the interviews was to receive satisfactory information on the history and goal of the online consultation, function and usage experience.
    The people making use of Better Reykjavík are in many ways pleased with the online consultation and the opportunity it has facilitated for increased citizen participation in the affairs and operation of the city of Reykjavík. Nevertheless, the disadvantages of the project are too numerous and the project can thus only be viewed as being in an early phase or a development project. The main shortcomings are a lack of information, a lack of response and a lack of consultation with citizens. In fact these are the three things that are the basis for active participation according to theories of democracy.
    To conclude the data gathered in the thesis suggests a lack of strategy for Better Reykjavík and a need to define the involvement of elected representatives and civil servants in the online consultation in order to improve information flow and consultation with citizens.
