  • Áhrif hagsmunaaðila á mótun og framkvæmd opinberrar stefnu hafa verið áberandi í umræðunni á Íslandi í kjölfar bankahrunsins haustið 2008. Skýrsla rannsóknarnefndar Alþingis fjallar um áhrif hagsmunaaðila á fjármálastjórnsýslu landsins og kemur þar fram greining og gagnrýni á íslensku stjórnsýsluna þar sem hún er sögð byggja á faglega veikum grunni, vegna ómarkvissra pólitískra inngripa og einnig vegna smæðar eininga hennar.
    Viðfangsefni þessarar rannsóknar er að greina áhrif hagsmunasamtaka bænda á stefnumótun og stefnuframkvæmd í landbúnaðarmálum á Íslandi, er snýr að framleiðslu- og verðstýringu búvara, með hliðsjón af sögu hagsmunasamtakanna og því hvernig landbúnaðarkerfið hefur mótast á síðastliðnum 70 árum. Þá er markmiðið einnig að meta tengsl hagsmunasamtaka bænda og íslenskra stjórnvalda út frá þremur klassískum kenningum í stjórnmálafræði, kjarnræði, margræði og samráðshyggju, bera niðurstöðurnar saman við önnur lönd og skoða hvort greina megi einhverja þróun í þeim efnum.
    Helsta niðurstaða rannsóknarinnar er sú að lögbundin og pólitísk áhrif hagsmunasamtaka bænda á stefnumótun og stefnuframkvæmd, á framleiðslu- og verðstýringu búvara, hafa verið mikil undanfarna áratugi og bera þau áhrif sterk einkenni samráðshyggju. Greina má ákveðna þróun á lögbundnu hlutverki hagsmunasamtaka bænda sem jókst stöðugt til ársins 1985 en dróst saman eftir það. Undanfarin ár má sjá ákveðna þróun í átt til margræðis þar sem dregið hefur nokkuð úr lögbundnu hlutverki hagsmunasamtaka bænda, auk þess sem aðilar vinnumarkaðarins hafa fengið meira vægi við mótun opinberrar stefnu, svið hagsmuna innan Bændasamtakanna hefur breikkað mikið og stjórnvöld þurfa að líta til vaxandi fjölda sjónarmiða við stefnumótun í landbúnaði.

    In the wake of the bank crisis in 2008 the influence of organised interest groups on the formation and execution of public policy has been widely discussed. In the Special Investigation Commission’s report, which deals with the influence of organised interest groups on Iceland’s financial administration, the Icelandic public administration is analysed and criticised for being built on poor professional foundations due to unsystematic political interventions and its small entities.
    The objective of this thesis is to analyse the influence of farmers’ organised interest groups on policy formation and policy execution in Icelandic agriculture, with regard to the process and price control of farm products, in terms of the history of the organised interest groups and the agricultural system’s development in the last 70 years. The objective is also to evaluate the relation between Icelandic authorities and farmers’ organised interest groups with respect to three classic theories in political science, elitism, pluralism and corporatism, compare the outcome with other countries and examine any developments, should there be any.
    The main conclusion of this thesis is that farmers’ organised interest groups have, in the past decades, had strong constitutional and political influence on the formation and execution of the public policy on process and price control of farm products. Furthermore, this influence has strong features of corporatism. A certain pattern can be noticed with respect to the constitutional function of farmers’ organised interest groups, which increased consistently until 1985, but has decreased since then. In the past years however, there has been a development towards pluralism. This can be explained by the fact that the constitutional function of farmers’ organised interest groups has decreased and the parties of the labour market have gained more significance in the formation of public policy. Also, the interests within the farmers’ organised interest groups have broadened and the authorities have had to accommodate an increasing amount of different opinions in the formation of public policy in Icelandic agriculture.
