    Fjallað er um stöðu rafrænnar stjórnsýslu á Íslandi á grundvelli alþjóðlegra samanburðarmælinga. Sérstaklega er skoðaður samanburður við önnur Norðurlönd. Greint er frá ólíkum aðferðum við stöðumat á rafrænni stjórnsýslu ríkja. Hugsanlegar skýringar á stöðu Íslands eru reifaðar. Niðurstöður mælinga sýna að Ísland er framarlega er lýtur að forsendum notkunar rafrænnar stjórnsýslu sem endurspeglast m.a. í almennri netnotkun, háu menntunarstigi og nauðsynlegum fjarskiptainnviðum. Skv. alþjóðlegum mælingum er framboði ríkisins á rafrænni stjórnsýslu hins vegar ábótavant og því virðist ekki hafa tekist að nýta sér framangreindar forsendur til þess að bæta þjónustu sína. Fram kemur að samþættingu upplýsinga og þjónustu er ábótavant og ekki hefur tekist að auka þátttöku borgaranna í opinberri ákvarðanatöku svo sem með notkun félagsmiðla. Vegna vaxandi krafna almennings um upplýsingaaðgengi og aðkomu að ákvarðanatöku getur þessi staða ýtt undir tortryggni almennings gagnvart stjórnvöldum.

  • The article discusses the present status and developments of e-government in Iceland as described by international measurement systems. A Nordic comparison is performed. The methodology used in collection of international data are defined. Potential explanations for the current status and trajectories of e-government in Iceland are discussed. The findings indicate that all the necessary conditions for advanced e-government exist in Iceland, e.g. general internet use, a high education level and necessary telecommunicat ion structure. However, the results suggest that e-govern mental services are significantly deficient as is the coordination of information and services. The government has therefore not been able to use these preconditions to improve public service and citizen e-participation by using e.g. social media. Because of increasing public demand for accessible government information and participation in government decision making, the present status can influence public mistrust towards government.
