    Rannsóknarspurning verkefnisins er: Hverjir eru framtíðarmöguleikar lítilla manngerðra sundlauga á Íslandi, sem ekki hafa fengið rekstrarleyfi skv. reglugerð 814/2010, innan heilsu og vellíðunarferðaþjónustu á Íslandi ? Markmið verkefnisins er að skýra stöðu þessara sundlauga í stjórnsýslunni og kanna hvort hugsanlega megi nýta þær með markvissari hætti í ferðaþjónustu um land allt.
    Í fræðilega hluta verkefnisins er gerð grein fyrir þeirri auðlind sem sundlaugarnar byggja á, þ.e. jarðfræði og jarðvarma landsins. Þá er farið yfir helstu skilgreiningar og hugmyndir tengdar heilsu- og vellíðunarferðaþjónustu, og að lokum er kafli þar sem gerð er grein fyrir stjórnsýslulegu umhverfi sund- og baðstaða á Íslandi. Að lokinni fræðilegri umfjöllun er greint frá rannsóknaraðferðum, rannsóknarferli og greiningu gagna. Eigindlegum og megindlegum rannsóknaraðferðum var beitt, þar sem rýnt var í fyrirliggjandi gögn, sendir út spurningalistar og eitt djúpviðtal tekið við lykilaðila í stjórnsýsluþessaralauga.Greint erfrániðurstöðumogþæraðlokumræddarí umræðukafla ritgerðarinnar.
    Niðurstöður leiddu í ljós að reglugerð nr. 814/2010 er ekki sniðin af þeim sundlaugum sem þetta verkefni snýst um og hafa fæstar þeirra starfsleyfi eða möguleika á því að fá starfsleyfi samkvæmt gildandi reglum. Í rauninni tilheyra þær engum stað innan kerfisins eins og staðan er í dag. Afleiðingin er sú að þó laugarnar sé nýttar af almenningi, þar með
    ferðamönnum, eru þær að stórum hluta eftirlitslausar og í slæmu ástandi. Hluti af lausninni liggur í drögum að reglugerð um baðstaði í náttúru Íslands sem nú liggja í Umhverfis- ráðuneytinu.

  • The inquiry of the study is as follows: What future options are there for small man made swimming pools , which have not received a license to operate according to regulation 814/2010, within health and wellness tourism in Iceland ? The objectives of the study is to clarify the legal environment those pools are embedded in and discuss the possibilities
    in using them more specifically in tourism around the country.
    The resources that lay the foundation for the pools, which is the geology of Iceland and the geothermal heat, are explored. Concepts and ideas in Health- and Wellness tourism are discussed and the legal environment explained. There after research methods, procedure and analyses of the data is explained. Quantitative and qualitative methods were used, including secondary data analyzing, questionnaire posed to the Public Health Authority and an interview with a key person in the legal environment of the pools. The conclusions are then introduced and discussed. The conclusions reveal that regulation 814/2010 does not suit the respective swimming pools well and very few of them have licenses or possibilities to get licenses in current legislation. In fact they don’t fit in the system as it is. The results are that even though the pools are used by the public, including tourists, they are without health inspection and in bad condition. Part of the solution could lie in a preliminary draft of regulation regarding swimming pools in natural environment, which waits fulfillment in the Ministry of Environment.
