Abstract:
  • Abstract is in Icelandic

  • This paper describes a qualitative case study where the aim was to investigate how professional development of teachers and school leaders in Icelandic compulsory schools is organized, what it focuses on and whether the structure of it is consistent with theories of successful professional development in schools. The study was conducted in four compulsory schools which had received funding from the Project fund [i.Sprotasjóður] of the Ministry of Education and Culture. The main criteria for selecting of cases were that the projects had focused on changes in teachers’ practices and 3-4 years had passed since the project was formally completed to make it possible to evaluate whether the project had become integrated into the culture in the schools. The main research questions were:
    • What vision of professional development of teachers appeared in four applications for development grants from the Project fund of the Ministry of Education and Culture and to what extent is it consistent with the latest knowledge of professional development?
    • How did the schools organize the professional development of teachers in these particular development projects?
Data was collected by analyzing the applications to the Project fund; by interviewing school leaders, two teachers and a focus group of students; and with classroom observations and observations of the learning environment in the schools. The analyzes of applications and data from the schools was based on an evaluation model for effective professional development by Gaytan and McEwan (2010) .
The vision of professional development apparent in both the applications and the professional development projects themselves is characterized by the notion that the projects have a beginning and an end, rather than being a continuing process. Definitions in the applications were not consistent with the criteria for successful professional development on which this study is built. In the beginning of the projects no standards were set for academic outcomes for students and no evaluation procedures were introduced to see whether outcomes had been achieved. Where aims for changes in practices were presented references to research or academic writing were rather weak.
However, the results of the study indicate that generally teachers got support from the school leaders in the reform process and it was clear that three of the four projects which were examined had become part of the culture of the schools to some extent. Furthermore, the students were generally satisfied with the practices that were typical for the projects and felt that the structure of the program would be useful for them in the future.
