    Þessi ritgerð fjallar um sjálfstæða búsetu fólks með þroskahömlun. Markmið rannsóknarinnar var að afla þekkingar á tilteknu búsetuúrræði fyrir fólk með þroskahömlun hjá Reykjavíkurborg og öðlast skilning á upplifun og reynslu notenda, starfsfólks og stjórnenda. Einnig var leitast við að afla þekkingar á því sem helst styður og það sem helst virðist hindra innleiðingu hugmyndafræðinnar um sjálfstætt líf. Ritgerðin er byggð á eigindlegri tilviksrannsókn og hófst vinna við hana í október 2017 en lauk í mars 2018. Tekin voru viðtöl við tíu einstaklinga; sex íbúa í sjálfstæðri búsetu, tvo starfsmenn og tvo stjórnendur. Auk þess voru framkvæmdar þátttökuathuganir innan þjónustunnar. Niðurstöður rannsóknarinnar leiða í ljós að allir þátttakendur í hópi fólks með þroskahömlun voru mjög ánægðir með reynslu sína af sjálfstæðri búsetu. Einnig kom fram að reynsla starfsfólks og stjórnenda af búsetuforminu er jákvæð og að búsetuformið er almennt talið henta notendum vel. Niðurstöður sýndu að almenn ánægja með þetta búsetuform er meðal þeirra þátta sem styðja frekari innleiðingu hugmyndafræðinnar um sjálfstætt líf hjá Reykjavíkurborg. Hins vegar kom einnig fram að þessi mikla ánægja starfsfólks ásamt hræðslu þess við breytingar virkuðu sem hindrun á frekari innleiðingu. Meðal annarra þátta sem hindruðu innleiðingu voru skortur á fræðslu til notenda og starfsfólks og skortur á tíma, fjármagni og starfsfólki. Meðal mikilvægra niðurstaðna sem styðja innleiðingu er að nýr skilningur á fötlun og fötluðu fólki, mannréttindaskilningur, hefur náð fótfestu í stefnumótun og þjónustu við fatlað fólk í sjálfstæðri búsetu í Reykjavík. Þessi nýi skilningur og sýn á fatlað fólk nær í talsverðum mæli til notenda, starfsfólks og stjórnenda innan þess búsetuúrræðis sem hér var til rannsóknar.

  • This MA thesis focuses on independent living for people with intellectual disabilities. The aim was to gain knowledge on a particular independent living program for people with intellectual disabilities in the City of Reykjavík, and gain an understanding of the experiences of users, staff and administrators. The aim was furthermore to explore the factors that support the implementation of the ideology of independent living for people with intellectual disabilities as well as those that create barriers to independent community living. The thesis is based on a qualitative case study which began in October 2017 and concluded in March 2018. Open-ended interviews were conducted with ten individuals; six users with intellectual disabilities, two staff members and two administrators. Participant observations were also carried out within the service program. Findings show that all participants with intellectual disabilities were pleased with their experience of independent living. Staff members and administrators also had positive experiences and considered this particular independent living program a good option for those it serviced. This positive experience expressed both by users and providers clearly supports the continuation of implementing the independent living ideology in disability services in Reykjavík. However, the overwhelmingly positive perspective regarding current services by staff members, along with their fear of future change, also created barriers for continuing implementation of the ideology within this service. Other factors that presented barriers to the implementation of the ideology was lack of training and education for users and staff, as well as lack of time, resources and staff. Among important positive findings that encourages continuing implementation of independent living and community participation is the fact that a new social understanding of disability along with a clearly articulated human rights perspective within the services has gained foothold within the disability services in Reykjavík.
