  • Hjólreiðar hafa aukist til muna hérlendis á undanförnum árum, sérstaklega á höfuðborgarsvæðinu og er sú þróun jákvæð enda um umhverfislegan og heilsusamlegan ferðamáta að ræða. Reiðhjól eru ekki aðeins notuð sem ferðamáti heldur einnig til útivistar og hreyfingar og eru stígarnir því notaðir sem samgöngustígar, útivistarsígar og æfingabrautir. Skilgreindar hafa verið lykilleiðir hjólreiða á höfuðborgarsvæðinu sem hafa það markmið að fjölga hjólreiðafólki og bæta þjónustu við hjólreiðafólk. Lykilleiðirnar tengja saman sveitarfélög og hverfi og gera stofnstígakerfið að raunverulegum valkosti sem samgöngumáta svo að hægt sé að hjóla allan ársins hring. Lykilleiðirnar eru ýmist hjólastígar eða sameiginlegir stígar án aðskilnaðar frá gangandi umferð. Á sameiginlegum stígum þar sem breiður hópur fólks og stundum ferfætlingar koma saman getur skapast hætta fyrir vegfarendur þegar hraðamunur er mikill. En hver er fjöldi hjólreiðamanna á stofnstígakerfinu og hver er raun hraði á hjólreiðamönnum? Er fjöldi og hraði hjólreiðamanna orðinn það mikill að tímabært sé að flokka hjólreiðastíga niður eftir notkun?
    Úttekt var gerð á stofnstígakerfinu og fjöldi og hraði hjólreiðamanna greindur. Talningar ásamt hraðamælingum úr níu teljurum á höfuðborgarsvæðinu voru skoðuð og teknar saman niðurstöður á fjölda hjólreiðamanna á dag, hverri klukkustund ásamt dreifingu hjólreiðamanna yfir sólarhringinn. Niðurstöðurnar sýna að mikill munur er á fjölda og hraða hjólreiðamanna eftir staðsetningu. Flestir hjóluðu fram hjá teljaranum við Nauthólsvík eða um 800 hjólreiðamenn á virkum degi í september.
    Áberandi var hærra hlutfall í fjölda hjólreiðamanna á virkum dögum en um helgar, ásamt því var umferð árdegis og síðdegis afgerandi í sólarhringsumferðinni. Draga má þá ályktun að stígarnir eru mikið notaðir sem samgöngustígar. Hraðast fara hjólreiðamenn við Nauthólsvík og Geirsnef þar sem 80% hjólreiðamanna hjóla yfir 25 km/klst hraða. Hjólað er á öllum stöðunum hraðar á virkum dögum en um helgar og lítill hraðamunur er á hjólreiðamönnum í september og yfir vetrarmánuðina á flest öllum talningastöðunum.
    Útfærsla stíganna var kortlögð og var yfir 70% af stofnstígakerfinu sameiginlegir stígar þar sem hjólreiðamenn deila stíg með gangandi vegfarendum. Hjólreiðamönnum ber að víkja fyrir gangandi vegfarendum á göngustígum samkvæmt umferðarlögum. Samkvæmt drögum að hönnunarleiðbeiningum fyrir hjólreiðar á stofnleið ekki að vera sameiginlegur stígur með gangandi vegfarendum. Yfir 70% af stofnleiðum hjólreiða uppfylla því ekki kröfur leiðbeininganna eða um 90 km af stofnstígakerfinu.
    Samgöngur eru helsta ástæða aukningar á losun gróðurhúsalofttegunda síðan 2013 sem er á beinni ábyrgð íslenskra stjórnvalda. Ferðavenjur íbúa á höfuðborgarsvæðinu ásamt talningum frá Reykjavíkurborg sýna aukningu í hlutfalli hjólreiða síðastliðin ár og eru töluverð sóknarfæri fyrir hendi til að auka hjólreiðar enn frekar. Eitt af lykilatriðum í að gera hjólreiðar að raunverulegum valkosti í ferðamáta liggur hjá sveitarfélögunum, að setja skýrar inn í aðalskipulög skilgreiningu á stofnstígum hjólreiða. Þannig er hægt að vinna markvist að uppbyggingu hjólreiða á höfuðborgarsvæðinu.

    Cycling has increased dramatically in Iceland in the past few years, especially in the capital area. Since cycling is environmentally friendly and has health benefits, this can be considered a positive development. Bicycles are not only used as a means of travel, but also for physical activity and for spending time in the outdoors. Bicycle paths are used as transportation lanes, for outdoor activity and for training. In the capital area, a key route system has been developed with the main goal of increasing the number of cyclists as well as improving public services for cyclists. The key routes connect the municipalities and neighbourhoods, making year round cycling not only possible but a real option. The key routes are either strictly bike paths or paths where lanes are shared by cyclists and pedestrians. On the shared paths a wide group of people and sometimes dogs share the lanes and this can lead to dangerous situations arising due to differences in speed between the various users. The question arises as to how many cyclists use the main routes and at what speed they travel in general. Has the number of cyclists and the speed they travel at reached a limit that calls for a classification of cycling paths in accordance with their usage?
    An assessment of the main route system was made, analysing the number and speed of cyclists using the paths. Censuses and speed monitoring from nine different monitors in the capital area were examined and results compiled to estimate the number of cyclists per day, per hour and the distribution of cyclists over 24 hour periods. The results show differences in both the number and the speed of cyclists, depending on the location. The highest count of cyclists passed through Nauthólsvík, around 800 on a weekday in September. There was also a noticeable difference in the number of cyclists on weekdays as opposed to the weekends and the traffic measured during the mornings and the afternoons was a decisive factor in the 24 hour count. This leads to the conclusion that a large part of the paths’ usage is for transportation. The highest speeds can be measured at Nauthólsvík and Geirsnef where 80% of cyclist travel at speeds of more than 25 km/h. In all measured locations the speed is higher during the weekdays than the weekends, but the speed difference between cyclists in September and during the winter months is minimal in most of the monitored locations.
    A mapping of the routes showed that over 70% of the main route system consisted of shared paths for both pedestrians and cyclists. According to Icelandic laws cyclists must yield to pedestrians on paths and instructions for cycling recommend that key routes should not be paths shared with pedestrians. More than 70% of the key routes, equalling around 90 km of the main route system, therefore do not meet with the requirements of the instructions.
    Emissions from transportation are a large factor in the increase of greenhouse gas emissions since 2013, which are a direct responsibility of the Icelandic government. Travel behaviour in the capital area and a census by the City of Reykjavik show an increase in the ratio of cycling in the last few years and there are multiple opportunities to increase the number of cyclists even further. A central issue in making cycling a real option for travel lies with the municipalities. Clearer definitions of main cycling routes in the general zoning plans would make it is possible to work systematically towards the further development of cycling in the capital area.
