    Samstarf lögreglu við almenning er afar mikilvægt til þess að byggja upp traust og lögmæta stofnun. Lögreglan reiðir sig að miklum hluta á það að almenningur tilkynni um afbrot og hjálpi sér við að upplýsa þau. Þess vegna er mikilvægt að almenningur telji lögregluna vera lögmæta stofnun og hafi viljann til þess að vinna með henni. Tilgangur þessa verkefnis að er að kynnast lögreglunni á Íslandi og rýna í þau gögn sem segja til um hvaðan lögmætið kemur. Meginmarkið er að skýra hvers vegna fólk treystir lögreglunni og telur lögregluna vera lögmæta stofnun. Í ritgerðinni verður sögulegt ágrip um lögreglustarfið hér á landi. Skoðaðar verða lögmætiskenningar og þær tengdar við traust almennra borgara til lögreglunnar. Ritgerðin fer inn á samstarf almennings við lögreglu ásamt því að skoða hvaðan traustið kemur og hvernig því er viðhaldið. Litið verður til hópa í samfélaginu og þá sérstaklega minnihlutahópa og skoðað hvaðan traustið og lögmætið til lögreglunnar kemur af þeirra hálfu. Einnig var framkvæmd rýnihóparannsókn til þess að fá betri skilning á því hvort fólk telur lögregluna vera traustverðuga eða ekki og að heyra skoðanir þess á starfsemi hennar. Helstu niðurstöður rýnihóparannsóknarinnar sýndu fram á að fólk almennt treystir lögreglunni, en hins vegar komu fram nokkur álitamál um störf lögreglumanna og hlutverk þeirra.

  • The co-operation between the police and the citizens is important to build a trustworthy and legitimate organization. The police rely heavily on the public to report offenses and for their help to inform crimes, therefore, it’s important that the public considers the police to be a legitimate institution to have their will to work with them, not against. The purpose if this research is to get acquainted with the Icelandic police and to find out where the legitimacy comes from and how it affects the Icelandic police. The main goal is to find out if, and then why citizens trust the police and think of the police institution legitimate. The paper discusses the historical abstract of the police in Iceland. Legitimate theories will be explored and linked to public confidence and trust in the police. The thesis considers different groups in a society, e.g. minority groups. A focus group research was studied which we did ourselves to get a better view in the trust and legitimacy in Icelandic police. The main findings of the focus group study showed that people generally trust the police and think it is a legitimate institution, but some have concerns about how individual police officers work.
