    Hatursglæpir eiga sér stað á Íslandi líkt og annars staðar í heiminum. Umfjöllun í fjölmiðlum hefur aukist og orðræða öfgaafla gegn minnihlutahópum hefur styrkst. Fjölmenning og fjölbreytileiki hefur aukist til muna á landinu síðustu ár. Það hefur í för með sér breytingar og fólk finnur sig í nýju landslagi. Þetta kallar á virka þátttöku samfélagsins og ekki síst löggjafa og löggæslu. Þessi ritgerð reynir að svara því hvernig hatursglæpir birtast í íslensku samfélagi. Farið er yfir sögu hatursglæpa og haturstjáningar, skilgreiningar í lögum og félagsfræðilegar skilgreiningar. Safnað var saman gögnum frá ríkislögreglustjóra og lögregluembættum landsins til þess að sjá tíðni og hvernig skráningum er háttað varðandi þessa glæpi. Haft var samband við Mennta- og starfsþróunarsetur lögreglu varðandi menntun lögreglu í þessum málaflokki. Niðurstöður leiddu í ljós að skráningum hatursglæpa var ábótavant og gáfu líklega ekki rétta mynd af tíðni þessara glæpa. Jákvætt var að lögregla hefur tekið upp vinnubrögð Öryggisstofnunar Evrópuráðs við skráningar og í nýjustu löggæsluáætlun dómsmálaráðuneytisins er gert ráð fyrir mati á menntunarþörf í þessum málaflokki. Mennta- og starfsþróunarsetur lögreglu hefur í hyggju samráð
    með embættum landsins og undirbýr hatursglæpanámskeið strax á næsta ári.

  • Hate crime takes place in Iceland just as it does in other parts of the world. News coverage on hate crime has increased and the strength of extreme groups has risen. Multiculture and diversity have grown in the last decade in Iceland. This calls for a change and people find themselves in a different landscape. There is a need for active participation amongst the community and Legislators and the Police, to say the least. This thesis seeks to show how hate crime appears in the Icelandic community. The history of hate crime and hate speech is looked into, also the definition of the law and sociology of hate crimes. Data was accumulated from the National Police Commissioner and the Center for Police Training and Professional Development and also from every Police Authority around the country to see how registration regarding hate crime is carried out. Our findings were that registrations were not sufficient enough. The findings did not give an accurate picture and were too vague to use. On the bright sight can I mention that the Police has since 2018 adopted the reporting system which is used by Organization for Security and Co-operation in Europe (OSCE) and in the policing project from the Ministry of Justice is the need for police education in this area of crime admitted. The Center for Police Training and Professional Development will launch a project regarding hate crime in January 2021 with Chief of Police from all Authority around Iceland.
