    Viðfangsefni verkefnisins var að kanna hvernig áhættubundið eftirlit og frammistöðumat geti stuðlaða að bættu eftirliti hjá flugdeildum Samgöngustofu. Tilgangurinn með verkefninu er að leggja fram greiningu fyrir Samgöngustofu til þess að stuðla að viðunnandi stigi öryggis í öllum þáttum samgöngukerfisins er varðar flug. Til þess var framkvæmd samanburðarrannsókn á innleiðingu og nýtingu þriggja annarra flugmálayfirvalda á viðfangsefninu. Ástæða fyrir breytingum á eftirlitsaðferðum er vegna kröfu Alþjóðaflugmálastofnunarinnar þar sem farið er fram á að flugmálayfirvöld búi yfir verklagi sem gerir þeim kleift að forgangsraða auðlindum sínum á þann hátt að þau atriði sem teljast áhættumeiri en önnur fái aukinn forgang eftirlitsaðila. Auk þess er litið svo á að hefðbundnar eftirlitsaðferðir verði ekki nægilegar til þess að tryggja öryggi með áframhaldandi vexti í flugumferð. Svarið við þessari kröfu er talið vera áhættubundið eftirlit. Framkvæmd þess
    byggir á því að safna nauðsynlegum gögnum til þess að geta greint og komið auga á veikleika í starfsemi leyfishafa og brugðist við því með auknum eftirlitsaðgerðum. Til þess þarf að framkvæma frammistöðumat á öryggisstjórnun leyfishafans auk þess að útbúa og viðhalda áhættusniði fyrir hvern leyfishafa. Niðurstöður verkefnisins sýna að möguleiki er fyrir hendi að bæta eftirlit með þessum aðgerðum. Kosturinn við þessa hugmyndafræði er að geta nýtt auðlindir eftirlitsstofnanna á skilvirkari og markvissari hátt ásamt því að ná fram auknu öryggi heilt yfir í faginu. Þar að auki getur aukið samstarf leyfishafa og eftirlitsaðila stuðlað að bættri frammistöðu í öryggismálum og gert leyfishöfum auðveldara fyrir að stöðugt mæta þeim kröfum sem til þeirra er gert.

  • The topic of this thesis was to see how risk-based oversight and performance-based oversight can contribute to improved surveillance for aviation departments of the Icelandic Transport Authority. The purpose of this thesis is to promote the possibility to attain an acceptable level of safety in all aspects of the transport system regarding aviation. There for, a comparative study was carried out on the implementation and utilization of three other aviation authorities on the subject. The reason for the change in surveillance methods is due
    to requirements from the International Civil Aviation Organization, which requires aviation authorities to have procedures in place that enable them to prioritize their resources in such way that those items that are considered riskier than others are given increased priority by
    regulators. In addition, it is considered that traditional surveillance methods will not be sufficient to ensure safety with continued growth in air traffic. The answer to this is believed to be risk-based oversight. This method is based on collecting the necessary data to be able
    to diagnose and spot weaknesses in service provider’s operations and respond to that with increased monitoring measures. To do this the authority has to perform performance assessment on the service providers safety management systems, in addition prepare and maintain a risk profile for each service provider. The results indicate that there is a possibility to improve surveillance with these methods. The advantage of this ideology is to be able to use resources of the regulator in a more efficient and purposeful way, as well as to achieve increased safety throughout the industry. In addition, increased co-operation between service provider and the authority can contribute to improved safety performance and make it easier for them to meet their requirements constantly.
