Sérsveit og vopnaburður : efling sérsveitar á landsvísu og á vopnaburði lögreglu

Abstract

Markmið þessarar rannsóknar er að kanna þörf á eflingu sérsveitar á landsvísu ásamt vopnaburði lögreglunnar. Sérsveitin er deild innan lögreglunnar sem starfar innan öryggismálasviðs embættis ríkislögreglustjóra. Sérsveitin er lögreglulið sem er sérþjálfað í þvíað takast á við fjölbreytt verkefni á sviði löggæslu- og öryggismála. Sérsveitina eiga að skipa 56 lögreglumenn en sá fjöldi hefur aldrei náðst. Mestur fjöldi var árið 2016 en þá voru starfandisérsveitarmenn 48 talsins. Á meðal Evrópuþjóða er Ísland það land sem hefur einna fæsta lögreglumenn á hverja 100.000 íbúa og því má segja að nokkur mannekla sé innan þess geira hér á landi.Við komum til með að fjalla um bakgrunn lögreglunnar á Íslandi. Forsaga lögreglunnar verður kynnt lítillega og hvernig sérsveit ríkislögreglustjóra komst á laggirnar. Þá munum við einnig fjalla um þau verkefni sem lögreglan var í stakk búin að takast á við og hvaða búnað hún hafði til umráða áður en sérsveitin varð til. Eins verður fjallað um hvers vegna menn voru sendir frá lögreglunni á Íslandi til Noregs árið 1982 til að æfa með sérþjálfuðum lögreglumönnum og hvernig þjálfun lögreglumanna hefur verið háttað allt til dagsins í dag. Enn fremur verður fjallað um þau valdbeitingartæki sem lögreglan notast við í dag sem og þau sem hugsanlega verða tekin í notkun í framtíðinni. Hér verður farið yfir ýmis atriði sem kunna að skipta máli er kemur að vopnaburði og til hvaða þátta þarf að líta. Rannsóknarspurningin sem við leitumst við að svara er eftirfarandi: Er þörf á eflingu sérsveitar á landsvísu og vopnaburði lögreglu? Til að svara þessari spurningu var rætt viðstarfandi lögreglumenn víðsvegar á landinu, sem og starfandi lögreglumenn innan sérsveitar ríkislögreglustjóra. Staðlaðar spurningar voru bornar upp til viðmælenda en að öðru leyti fengu þeir að tjá sig frjálst um málefnið.

The goal of this research is to examine the need for strengthening The Special Unit of the National Police Commissioner, also known as the Viking Squad, nation-wide in Iceland, as well as the weapon use of the police force. The Viking Squad are a department within the policeforce which work under the national commissioner of the Icelandic Police. The Viking Squad are trained to take on various tasks within law enforcement and security. 56 officers should make up the Viking Squad, but that quota has never been filled. The highest number was reached in 2016, at which point 48 officers made up the unit. Compared to other European nations, Iceland has the fewest police officers pr. 100.000 inhabitants and it is fair to say that there is a shortage of staff in many of the police departments.This paper will present the police force’s background and history in Iceland, as well as how the Viking Squad were originally established. To understand the context of the special forces’ origin, we will look into the state of the police force at the time: what kind of situationswas the police forces able to tackle before the addition of the Viking Squad, how were police officers trained, and why did prospective members of the unit need to be trained in Norway in the year 1982.Furthermore, the paper will introduce the different ways in which the police use force currently, and which methods seem likely to be introduced in the future. This segment will also look at several important points to consider, when regulating armed forces. The research question this paper seeks to answer is therefore the following: Is therecurrently a need for a greater presence of the Special Unit of the National Police Commissioner, as well as generally a use of weapons by the police force, outside of the capital area in Iceland. To answer this question, we interviewed working police officers around the country, as well as members of the Viking Squad in Reykjavík and Akureyri. Interviewees were asked questions as well as given the opportunity to speak freely.
