  • Markmið þessa verkefnis er að fræðast um sögu raunfærnimats, hlutverk Bolognaferlisins við stefnumótun á menntun í Evrópu, tilgang og tilurð hæfniviðmiða og ECTS eininga auk þess sem notast var við hálfopin viðtöl til þess að heyra raddir markhópa verkefnisins og fá dýpri innsýn í útfærslu og framtíð raunfærnimats á Íslandi. Verkefnið er byggt að hluta til á rannsókn sem unnin var í tengslum við mat á fyrra námi og reynslu í evrópskum háskólum á árunum 2019-2022. Viðurkenning á formlegu og óformlegu námi hefur fengið sífellt meiri athygli síðustu áratugi og hafa þjóðir Evrópu unnið í samvinnu um málefni er snúa að viðurkenningu á æðri menntun. Ráðherraráð Evrópusambandsins sendi frá sér tilmæli árið 2012 þess efnis að þátttökulönd sambandsins skyldu innleiða raunfærnimat á öllum skólastigum fyrir árið 2018. Tilgangur raunfærnimats er að gera einstaklingum kleift að fá reynslu sem þeir hafa öðlast í lífi og starfi metna til eininga. Raunfærnimati má skipta í þrennt; það er raunfærnimat til inngöngu í nám, til styttingar á námi og inn í ákveðnar námsleiðir. Matið er skipulagt ferli sem fer fram í fimm skrefum; upplýsingagjöf og endurgjöf, skráningu, greiningu, staðfestingu og mati á viðurkenningu á færni einstaklingsins. Í þessu verkefni voru tekin eigindlega viðtöl við 21 einstakling sem tilheyra tveimur markhópum; einstaklingar sem eru starfsmenn háskóla eða annarra stofnana á Íslandi og einstaklingar sem höfðu ekki lokið lokaprófi á þriðja hæfniþrepi. Niðurstöður leiddu m.a. í ljós að raunfærnimat er ferli sem flestir vi þátttakendur þekkja nokkuð vel til og ekki hefur verið innleitt á háskólastig. Taldi meirihluti þátttakenda mikilvægt að raunfærni væri metin með blönduðum fjölbreyttum matsaðferðum þar sem matsaðilar yrðu að vera tilbúnir til að horfa út fyrir rammann og fara nýjar leiðir. Mikilvægt væri að láta hugsun um „jafngildi stúdentsprófs“ víkja fyrir viðhorfinu „annað en jafn gott“ það er að segja án þess þó að gefa afslátt á þeim kröfum sem háskólar telja að þurfi til undirbúnings fyrir nám á háskólastigi. Mikilvægt er að matsferlið sé vel skiplagt, skilgreint, gegnsætt og öruggt þannig að háskólar og matstakar treysti ferlinu. Telja viðmælendur farsælast að ráðuneytið leiði innleiðingu á raunfærnimati með fjármögnun þess og því að leggja línurnar varðandi hver skuli vera matsaðili raunfærnimats á háskólasigi, hvaða verkferlum verði unnið eftir og hvernig útkoma matsins verði færð inn í gagnagrunna hins formlega menntakerfis. Allir eru sammála um það að útkomu matsins þarf að skrá, skjalfesta og festa í ECTS einingum innan kerfisins.

  • The aim of this project is to learn about the history of Recognition of Prior Learning (RPL), the role of the Bologna process, and the purpose and origin of learning standards and ECTS units. It also aims to get a deeper insight into the implementation and future of RPL in Iceland by using semi-open interviews to hear the voices of target groups. The project is based partly on a project focused on the accreditation of prior experiential learning in European Universities in the years 2019-2022. Recognition of formal and informal learning has received more and more attention in recent decades and the nations of Europe have worked together on issues related to recognition of prior learning. The Council of Ministers of the European Union issued a recommendation in 2012 to the effect that the participating countries of the Union should implement RPL at all school levels by 2018. The purpose of the practical skills assessment is to assess an individual's life and work experiences for credits. RPL can be divided into three parts: admission, shorter study time, and entry into certain study paths. The assessment is a structured process that takes place in five steps: information and feedback, registration, analysis, confirmation and evaluation of the recognition of the individual's skills. In this project, qualitative interviews were conducted with 21 individuals from two target groups; university employees and employees from other educational institutions in Iceland, and persons who had not completed the final exam at the third qualification level. Results revealed that most participants are quite familiar with the RPL process and that RPLs have not been implemented at the university level. The majority of the participants viii considered it important that practical skills were assessed using mixed and diverse assessment methods, where assessors must be ready to look outside the box and take new paths. It is important to let the thought of "equivalence of a matriculation degree" give way to the attitude of "diffrent but equal", without lowering the preparation requirements that universities believe are necessary for studies at a university level. It is important that the evaluation process is well organized, defined, transparent, and secure so that universities and evaluators trust the process. It was found that interviewees believed that it would be most successful for the ministry of education to lead the implementation of a practical skills assessment by funding it and laying down the lines regarding who should be the assessor in the assessment for university graduates, what work processes will be followed, and how the results of the assessment will be entered into the databases of the formal education system. Everyone agreed that the outcome of the assessment must be recorded, documented and recorded in ECTS units within the system.
