    Íslenski bifreiðaflotinn er sá flokkur sem mengar mest og fellur undir beina ábyrgð Íslands í loftslagsmálum. Því stendur ríkisstjórnin frammi fyrir því að draga verulega úr útblæstri frá bifreiðaflotanum. Ríkisstjórnin hefur sett fram 48 aðgerðir til að draga úr heildarlosun og þar af 10 aðgerðir sem snúa að því að draga úr losun bifreiðaflotans. Til þess að draga úr losun frá bifreiðaflotanum, þarf að greina vandamálið og fá heildstæða mynd af því. Árið 2020 var 62.5% af losun frá bifreiðaflotanum beint frá farþegabifreiðum. Ritgerðin miðar að því að skoða aðeins losun koltvísýrings frá farþegabifreiðum auk þess að greina bifreiðaflotann frá mörgum hliðum. Greining bifreiðaflotans fólst í því að greina söguleg gögn frá Samgöngustofu út frá mörgum hliðum. Gagnasettið innihélt skráningar um öll ökutæki á Íslandi síðan tekið var upp skráningarkerfi. Kvikt kerfislíkan var notað til að herma sögulega losun frá farþegabifreiðum. Líkanið var notað til að herma mögulega framtíðarþróun með því að skoða nokkrar sviðsmyndir auk næmnigreiningu um það hvernig reglugerðir á flotann myndu hafa áhrif á þessa þróun. Í sviðsmyndunum var meðal annars skoðað bann á nýskráðum bensín og dísel farþegabílum auk bann á tengiltvinnbílum. Einnig voru skoðuð áhrif þess að taka bíla af götunum sem ganga fyrir jarðefnaeldsneyti. Niðurstöður hermunar og næmnigreiningu sýndu fram á að bann við nýskráðum bensín og dísel bifreiðum árið 2030 myndi hafa lítil sem engin áhrif á losun koltvísýrings frá flotanum til skemmri tíma. Þegar horft er til ársins 2040 dregur hægt úr losun með banninu, en samkvæmt niðurstöðunum myndi bannið ekki duga til að verða kolefnishlutlaus né jarðefnaeldsneytislaust Ísland fyrir árið 2040. Því myndu markmið stjórnvalda ekki nást nema með stórtækum aðgerðum.

  • The Icelandic vehicle fleet is the largest emissions category that directly falls under Iceland’s responsibility. The government is therefore faced with the task of significantly reducing emissions from the vehicle fleet. The government has presented 48 measures to reduce total emissions, of which 10 measures are aimed at reducing emissions from the vehicle fleet. In order to reduce emissions from the vehicle fleet, it is necessary to analyse the problem and get a comprehensive picture. In 2020, 62.5% of emissions from the vehicle fleet were directly from passenger vehicles. Therefore, this thesis aims to examine only CO2 emissions from the passenger vehicle fleet as well as analyse multiple aspects of the vehicle fleet. The analysis of the vehicle fleet was carried out using historical data from the Icelandic Transport Authority. The dataset contained registrations for all vehicles in Iceland since a registration system was introduced. A system dynamics model was used to simulate the historical emissions of the passenger vehicle fleet. The model was used to simulate possible future developments by looking at several scenarios, in addition to a sensitivity analysis how regulations on the fleet would affect the emissions development. The results of the simulation and the sensitivity analysis showed that a ban on newly registered gasoline and diesel vehicles in 2030 would have little or no effect on CO2 emissions to meet the Paris Agreement when it was assumed that only the passenger vehicle fleet was the source of the total emissions from Iceland. Until 2040, CO2 emissions from the fleet are slowly decreasing with the ban. However, according to the results, the ban would not be enough to make Iceland carbon-neutral or fossil fuel-free by 2040.
