Ritgerðin fjallar um þann mun sem er á stjórnunarumhverfi í opinbera geiranum og einkageiranum. Tekin voru viðtöl við einstaklinga sem bæði hafa starfað innan hefðbundinna opinberra stofnana og einkaréttarlegra fyrirtækja. Samanburður byggir á greiningu á helstu hlutverkum stjórnenda samkvæmt þekktri afmörkun Luthers Gulicks (POSDCORB). Niðurstöður höfundar endurspegla erlendar rannsóknir á mun stjórnunarumhverfis innan þessara tveggja geira. Hér munar mestu um umfangsmeiri og flóknari lagaumgjörð innan opinbera geirans er snýr að starfsmannamálum, upplýsingamiðlun, áætlanagerð og fjármálastjórnun. Samt sem áður töldu viðmælendur að ekki hafi reynst þeim erfitt að færa sig milli geira þar sem daglegur rekstur þeirra opinberu og einkareknu skipulagsheilda sem þeir höfðu starfað innan væri heilt yfir sambærilegur.
The topic of this research is the difference between management in the public sector and the private sector. Interviews were conducted with individuals who have worked within both sectors. The comparison is based on Luther Gulick‘s analysis of the main roles of managers using Gulick's well-known definition (POSDCORB). The author's findings reflect foreign research results on the differences in management methods within these two sectors. The most outstanding difference here is because of the extensive and complex legal framework within the public sector, which relates to staffing, reporting, planning and budgeting. Nevertheless, the interviewees did not experience any difficulties moving between sectors, as the day-to-day operation of the public and private organizations in which they had worked were quite comparable.
