Grá svæði. Verkaskipting ríkis og sveitarfélaga

Abstract

Skoðuð voru tildrög af tveimur yfirfærslum frá ríki til sveitarfélaga, annars vegar þegar málefni grunnskóla, sem tóku gildi 1996, voru flutt alfarið yfir til sveitarfélaga og þegar málaflokkur um málefni fatlaðra voru færð að mestu leiti yfir árið 2011. Eftir flutning málefna fatlaðra gaf Samband íslenskra sveitarfélaga út skýrslu þar sem skilgreind voru svokölluð grá svæði og var skýrslan kveikjan að rannsóknarverkefninu.Í gegnum tíðina hafa margar stefnur verið gefnar út þar sem fjallað er um eflingu sveitarstjórnarstigsins með það að leiðarljósi að þau geti tekið við verkefnum sem ríkið hefur sinnt til þessa. Lögleitt hefur verið í sveitarstjórnarlögin ákvæði um samstarfsráð og samstarfsnefnd ríkis og sveitarfélaga. Rannsóknin beinist aðallega að verkefnum og vinnu samstarfsnefndarinnar, svokallaðri Jónmessunefnd og hins vegar að undirnefnd hennar Grábókarnefnd sem skipuð var til að vinna að tillögugerð til lausnar grárra svæða. Til að fá dýpri skilning á starfi þessara nefnda voru tekin hálf stöðluð viðtöl við valda aðila sem komu að starfi nefndanna eða höfðu aðkomu að vinnunni vegna sinnar sérþekkingar.

Two task transfers from state to municipalities were examined, one when primary schools were transferred in 1996 and the other when most of disability services were transferred in 2011. The Association of Icelandic municipalities published a report after disability services were transferred where the so-called grey areas were defined. This research project is inspired by that report.Over the years many policy papers have been written in relation to how to strengthen the local government level so that they can take on new tasks from the state. Articles on how to establish collaboration between the state and local government have been legalized in the Local Government Act. The research mainly focuses on these initiatives and the work of the state and local government cooperation committee. Firstly, the so-called Midsummer Committee (Jónsmessunefnd), and on the other hand, on its subcommittee the Gray Book Committee, which was appointed to work on proposals to solve grey areas. In order to gain a deeper understanding of the work of these committees, semi-structured interviews were conducted with selected persons who were involved in the work of the committees or who were involved in the work due to their expertise.
