"Það er verið að einfalda boðleiðirnar, bæði fyrir foreldra og þá sem starfa með barninu": Upplifun og reynsla stjórnenda frístundaheimila af farsældarlögunum

Abstract

Lög um samþættingu þjónustu í þágu farsældar barna nr. 86/2021 voru samþykkt árið 2021 og tóku gildi 1. janúar 2022. Markmið laganna er að stuðla að farsæld barna með heildstæðri og samræmdri þjónustu og að auðvelda aðgengi barna og foreldra að samþættu kerfi þjónustuveitenda. Meðal þeirra stofnana og starfsstaða sem eiga aðild að farsældarkerfinu eru frístundaheimili sem gegna lykilhlutverki í daglegu lífi barna. Frístundaheimili hafa það faglega hlutverk að fylgjast með líðan, hegðun og félagslegri stöðu barna í sínu umhverfi, greina mögulegar stuðningsþarfir og bregðast við þeim með viðeigandi hætti, í samræmi við markmið laganna um snemmtækan stuðning. Markmið rannsóknarinnar var að kanna upplifun og reynslu stjórnenda frístundaheimila af innleiðingu laga um samþættingu þjónustu í þágu farsældar barna nr. 86/2021 og sjá hvaða tækifæri og áskoranir eru til staðar. Rannsóknin var eigindleg og byggði á hálfopnum viðtölum við átta stjórnendur frístundaheimila í Reykjavík. Niðurstöður sýna að stjórnendur voru almennt jákvæðir gagnvart markmiðum laganna og sáu möguleika í auknu samstarfi og samfelldri þjónustu. Hins vegar kom fram að innleiðingu laganna fylgdu áskoranir, meðal annars óljóst hlutverk frístundaheimila innan farsældarkerfisins, skortur á samræmdum verkferlum og takmörkuð aðkoma að samráðs- og teymisvinnu. Þá upplifðu stjórnendur að fagleg staða frístundaheimila væri veikari í samanburði við aðrar fagstéttir. Niðurstöðurnar undirstrika að frístundaheimili gegna mikilvægu hlutverki í nærkerfi barna og skapa tækifæri til snemmtæks stuðnings í gegnum dagleg samskipti og félagsmótun. Til að nýta þessi tækifæri þarf að tryggja skýrari hlutverk, reglulegt samstarf og markvissa fræðslu. Slík styrking gæti stuðlað að heildstæðari og barnmiðaðri þjónustu í anda farsældarlaganna. The Act on the Integration of services in the interest of children´s prosperity No. 86/2021 were approved in 2021 and entered into force on January 1, 2022. The aim of the Act is to promote the well-being of children through comprehensive and coordinated services, and to facilitate access for children and parents to an integrated system of service providers. Among the institutions and workplaces that are part of the prosperity system are after-school centers, which play a key role in the daily lives of children. After-school centers therefore have the professional role of monitoring the well-being, behavior and social situation of children in their environment, identifying potential needs for support and respond to them appropriately, in line with the Act´s emphasis on early support. The aim of the study was to explore the experiences and perspectives of after-school center managers regarding the implementation of the Act on the integration of services in the interest of children´s prosperity No. 86/2021. And to identify opportunities and challenges associated with the process. The study was qualitative and based on semi-structured interviews with eight after-school center managers in Reykjavík. The findings show that the managers were generally positive toward the goals of the Act and saw oppurtunities in increased collaboration and more coordinated services. However, challenges were identified in the implementation, including unclear roles of after-school centers within the prosperity system, a lack of standardized procedures and limited involvement in consultation and interdisciplinary teamwork. Furthermore, the managers felt that the professional status of after-school centers was weaker compared to other professional groups. The findings highlight that after-school programs play an important role in the child’s immediate environment and create opportunities for early support through daily interactions and socialization. To make use of these opportunities, it is necessary to ensure clearer roles, regular collaboration and targeted professional development. Such strengthening could contribute to more comprehensive and child-centered services in line with the aims of the Prosperity Act.Keywords: Prosperity, early support, interdisciplinary teamwork, integrated services, after-school centers
