Samgöngur eiga mikinn þátt í losun gróðurhúsalofttegunda og þar með hlýnun jarðar. Á síðustu árum eru alvarlegar afleiðingar loftslagsbreytinga orðnar augljósar og samfélagið verður að aðlagast, svo skaðinn verði sem minnstur. &#xd;
Tækifærin liggja í ferðamátabreytingum til að draga úr losun gróðurhúsalofttegunda. Með því að hanna lifandi bæjarrými með áherslu á gönguvænni þar sem er stutt frá heimili í þjónustu, &#xd;
almenningssamgöngur og útivistarsvæði verður dregið úr akstursþörf. Skipulagshugmyndin og stefna um 20 mínútna bæinn kemur með tillögur um hvernig hið byggða umhverfi ætti að vera til að auka hlutdeild gangandi og hjólandi á Íslandi. Viðfangsefni rannsóknarinnar er að greina Selfoss út frá hugmyndinni, sérstaklega með tilliti til göngufjarlægðar að verslun og þjónustu. Aðgengi íbúa er kortlagt í GIS með netgreiningu og tillagan að aðalskipulagi fyrir Árborg borin saman við markmiðin úr&#xd;
tillögunni að landsskipulagsstefnu. Einnig var framkvæmd skoðanakönnun meðal íbúa á Selfossi varðandi ferðahegðun. Helsti ávinningurinn af þessari rannsókn eru tillögur fyrir sveitarfélagið Árborg um atriði sem ættu að gegna lykilhlutverki í skipulagi. Eftirfarandi skref voru nauðsynleg framlög til að þróa tillögurnar: a) túlkun á hugmyndinni um 20 mínútna bæinn og útfærsla hennar fyrir Selfoss, b) greining á dreifingu núverandi þjónustu og aðgengi íbúa, c) auðkenning á svæðum sem þarfnast betri skipulagningar, d) tillögur að staðsetningu á nýjum þjónustukjörnum, e) greining á þáttum sem ógna markmiðinu og f) greining á þörfum íbúa. Helstu niðurstöður eru þær að 45% Selfossbúa hafa takmarkaðan aðgang að þjónustu innan 10 mínútna göngufjarlægðar og 20% hafa einungis aðgengi að um helmingi af þjónustutegundunum. Þetta þýðir að ganga er oftast ekki raunhæfur ferðamáti, sem dregur úr sjálfstæði ýmissa hópa í samfélaginu. Mikil íbúafjölgun á stuttum tíma, uppbygging nýja miðbæjarins á Selfossi og tilfærsla hringvegarins eru áskoranir sem sveitarfélagið Árborg þarf að takast á við. Niðurstöðurnar úr rannsókninni geta hjálpað sveitarfélaginu að átta sig á helstu framkvæmdaatriðum til að gera Selfoss að gönguvænni bæ.</dim:field>
<dim:field mdschema="dc" element="description" qualifier="abstract" lang="en">Modern planning with car-oriented decisions has been prevalent in Iceland since the middle of the 20th century and has left the country with monotonous neighbourhoods and scattered settlements. &#xd;
Transportation plays a major role in the release of greenhouse gases and thus global warming. In the last few years, the serious consequences of climate change have become obvious, and society must adapt to &#xd;
minimize its effects. Measures to reduce greenhouse gas emissions include transport mode change. By designing lively town spaces with an emphasis on walkability, where services, public transportation and &#xd;
outdoor areas are a short distance from home, driving will become much less needed. The planning concept and direction of the 20-minute town comes with proposals for what the built environment should look like to increase the share of pedestrians and cyclists in Iceland. The subject of the study is to analyse Selfoss based on the concept, especially regarding walking distance to shops and services. Accessibility is modelled using network analysis and the proposal for the Master Plan &#xd;
(aðalskipulag) for Árborg community is compared to the goals of the proposal of the National Planning Strategy (landsskipulagsstefna). Additionally, a travel behaviour survey was conducted among the &#xd;
residents of Selfoss. &#xd;
The major benefit of this research is to present guidelines to the Municipality of Árborg on issues that should play key roles in planning. The following steps were necessary contributors for the development&#xd;
of suggestions: a) the interpretation and implementation of the concept of the 20-minute town for Selfoss, b) the analysis of the distribution of current services and the accessibility to residents, c) the &#xd;
identification of areas in need of better planning, d) proposals for the location of new service centres, e) an analysis of factors that threaten the goal, f) drawing attention to the needs of residents.&#xd;
The main results are that 45% of Selfoss residents have limited access to services within a 10-minute walk and 20% have only access to half of the services available in Selfoss. This means that walking is &#xd;
usually not a viable means of transportation for these people, which reduces the independence of various groups in society. &#xd;
A large increase in population over a short period of time, the construction of the new town centre of Selfoss and the relocation of the ring road are challenging for the Municipality of Árborg. The results &#xd;
of the study can help the municipality understand crucial measures to make Selfoss a more walkable town.</dim:field>
