Stjórnvöld hafa í gegnum tíðina unnið að tilfærslu verkefna frá ríki til sveitarfélaga og sveitarfélög hafa mætt því með sameiningum eða samráði. Sveitarfélög Árnessýslu hafa flest gengið í gegnum sameiningar og hefur umræðan um frekari sameiningar verið allnokkur. Sameiningar hafa verið umdeildar, þeir sem tala fyrir sameiningum nota stærðarhagkvæmni og aukið bolmagn sem rök með sameiningum. Helstu rök andstæðinga sameininga hafa verið lýðræðisrök, að með sameiningum sé verið að breikka bilið milli kjörinna fulltrúa og íbúa og að hagsmunir stærri sveitarfélaga verða ofar hagsmunum smærri sveitarfélaga eftir sameiningar. Markmið verkefnisins var að greina tækifæri og áskoranir sameininga sveitarfélaga Árnessýslu og hvort raunhæft væri að horfa til slíkrar sameiningar á næstu árum. Í ritgerðinni er greint er frá fræðilegri þekkingu sem snýr að tækifærum og áskorunum sameininga og rýnt er í heimastjórnarkerfi Múlaþings með hliðsjón af því hvort hægt sé að yfirfæra það á sameiningar í Árnessýslu. Rætt var við fulltrúa sveitarfélaga sýslunnar til að fá innsýn á staðbundin álitamál. Rannsóknin leiðir í ljós að helstu tækifærin felast í hagkvæmni og auknu bolmagni til að tryggja þjónustu á meðan helstu áskoranir snúa að lýðræði, ótta íbúa við afleiðingar og skortur á trausti. Að öllu samanteknu er niðurstaða rannsóknarinnar að óraunhæft sé að stefna að sameiningu allra sveitarfélaga Árnessýslu í náinni framtíð það sem hvata skortir til sameininga. Enginn fjárhagslegur ávinningur er af sameiningunni og áhugi sveitarfélaganna til að ráðast í sameiningar er takmarkaður. Municipal amalgamations have been a significant topic of discussion in Iceland. The government has transferred tasks from the state to municipalities, and municipalities have responded with amalgamations or increased collaboration. Most municipalities in Árnessýsla have undergone amalgamations and further amalgamations have been discussed to quite an extent. Amalgamations have been controversial, those in favor of amalgamations argue that economies of scale and increased capacity as reasons for merging. Those against amalgamations display democratic concerns, claiming that amalgamations widen the gap between elected representatives and residents, and that the interests of larger municipalities will take precedence over those of smaller municipalities post amalgamations. The objective of this thesis was to analyze the opportunities and challenges of municipal amalgamations in Árnessýsla and to assess whether it would be feasible to consider such an amalgamation in the coming years. The thesis discusses theoretical knowledge related to the opportunities and challenges of amalgamations and examines the local governance system of Múlaþing in light of whether it can be applied to the amalgamation of Árnessýsla. Representatives of the municipalities in Árnessýsla were interviewed to obtain knowledge on local issues. The thesis reveals that the main opportunities lie in increased efficiency and implementation capacity to ensure services, while the main challenges relate to democracy, residents' fear of the consequences, and lack of trust. Overall, the thesis concludes that aiming for amalgamation of all municipalities in Árnessýsla in the near future is unrealistic due to the lack of incentives for amalgamations.
